This document was provided by Immigration Equality, New York, NY<br><br> Traditional Colombian society, heavily by Catholic Church teaching on homosexuality and by macho and patriarchal ideals of sexual identity and gender, has long considered homo-, bi- and transgender-sexuality reprehensible. Although the 1980s witnessed the decriminalization of homosexual relations and a gradual opening up of the debate on traditional values and social attitudes towards lesbians, gays, bisexuals, transvestites and transgender individuals (LGBT), human rights violations against these communities continue. The forty-year civil conflict exacerbates the potential for abuse as state protection is weakened, individuals rely upon force to achieve their goals, and armed actors seek societal control through intimidation and violence. Members of LGBT communities require vigorous protection by Colombian state institutions as well as monitoring by nongovernmental organizations to ensure the preservation of their social, political, economic and social rights.

This document was provided by Immigration Equality, New York, NY<br><br> ASSETERRE, St. Kitts: Discrimination against people with HIV/AIDS in hospitals, clinics and other health-service centers constitutes a human rights violation.<br>That's according to a new 56-page report by the Pan American Health Organization (PAHO) that says many international bodies, particularly the United Nations Commission on Human Rights, have confirmed that the different international human rights treaties and agreements apply also to health care issues, including HIV/AIDS. <br>The report - to be released December 1, World AIDS Day - notes that most Latin American and Caribbean countries have ratified international human rights conventions and thus committed themselves to uphold the human rights of people living with HIV/AIDS.

"Nemat Safavi, 21 years old, has been sentenced to death by the juvenile court in Ardebil, a city northwest Iran. <br><br> According to the Human Rights Activist Group in Iran, Nemat was detained by Iranian authorities when he was 16 years old because of his homosexual acts (Lavat). He was sentenced to death after being tried in the court of Ardebil. Mr. Safavi spent time since his arrest in a 'rectification and education' centre, and is now being kept in the division of youths in an Ardebil prison."

The draft regulation, already approved in principle by Cabinet, is now under scrutiny by the Council of State, the government's legal arm. It proposes two reasons to discharge transsexuals. One, for having gender identity disorder, which is translated in Thai as pid pokkrati or being abnormal. And two, for being mentally feminine as judged by the conscription committee."
