"Other Societal Abuses and Discrimination<br><br> While the law does not explicitly discriminate against homosexuals, two gay and lesbian rights organizations, Lambda Istanbul and Kaos GL, claimed that vague references in the law relating to "the morals of society" and "unnatural sexual behavior" were sometimes used as a basis for discrimination by employers. The law also states that "no association may be founded for purposes against law and morality." This article has been applied in attempts to shut down or limit the activities of NGOs working on gay and lesbian issues."

"Amnesty international has written to Iraqi Prime Minister Nuri al-Maliki expressing grave concern about a reported spate of killings of young men solely because of their sexual orientation and calling for urgent and concerted action by the government to bring those responsible to justice and to afford effective protection to the gay community in Iraq. " <br><br> Amnesty International reminded the Iraqi government that it is a fundamental principle of international human rights law, including international treaties that have been ratified by and are binding on Iraq, that "All human beings are equal in dignity and rights" and are entitled to all rights and freedom set forth in the Universal Declaration of Human Rights, without distinction of any kind, such as on grounds of race, sex, religion, political, or other status, including sexual orientation and gender identity."

"The first ever Baltic Pride march in Riga, Latvia passed off successfully and peacefully on Saturday - but there was violence at similar events in Russia and Poland.<br><br>"The police brutality that we witnessed is shocking," said organiser Nikolai Alekseev. "We planned a peaceful march to highlight the dire state of LGBT rights in Russia today. The police, given violent legitimacy by the openly homophobic Moscow Mayor Yury Luzhkov, did not hold back with their weapons, despite the world's media watching."

"

"Other Societal Abuses and Discrimination<br><br> Homosexuality is not illegal, but discrimination against homosexuals was widespread, and harassment occurred. According to a local gay rights group, government-controlled media discouraged participation in the protests following the 2006 presidential election by saying they were part of a "gay revolution."<br><br>Societal discrimination against persons with HIV/AIDS remained a problem and the illness carried a heavy stigma despite greater awareness and increased tolerance towards persons infected with the virus. For example, maternity wards no longer had separate facilities for HIV-infected mothers. However, the UN AIDS office reported that there were still numerous reports of HIV-infected individuals who faced discrimination. In September the government reported that 9,282 citizens were infected with HIV."

"Other Societal Abuses and Discrimination<br><br> The law punishes acts of sodomy and bestiality; however, the law was often used to target, harass, and punish lesbian, gay, bisexual, and transgender persons. Gays and lesbians faced discrimination in all areas of society, including family, work, and education. Activists reported that in most cases, homosexuals who did not hide their orientation were fired from their jobs. Homosexuals also faced physical attacks, rape, and blackmail. Police committed crimes against homosexuals and used the threat of arrest to coerce victims into not reporting the incidents. <br><br> On February 14, an AIDS victim's body was denied cremation in Kendrapara district, Orissa, due to fears the smoke from the funeral pyre would spread the virus."

"The rights discriminated in this case include: the right to be free from discrimination, the right to equality, and the right to work.<br><br>The Issue<br> On May 12, 2009, the Peruvian Parliament adopted Law 29356, establishing a new disciplinary code for the Peruvian police. Article 34 of that code classifies offenses as minor, serious and very serious and assigns penalties accordingly. "Having sex with people of the same gender that cause scandal or undermine corporate image" is classified as a very serious offense with a penalty of discharge.

"Other Societal Abuses and Discrimination<br><br> Societal stigmatization and discrimination against homosexuals was strong, and the government made little effort to combat it.<br><br> Despite frequent public statements and radio campaigns advocating nondiscrimination toward them, persons with HIV/AIDS continued to be victims of societal stigmatization, which led them to keep their illness hidden. The government provided for free HIV/AIDS testing and treatment, and supported public information campaigns to increase awareness."

"Other Societal Abuses and Discrimination<br><br> The law criminalizes homosexual activity, but this was not enforced. Some NGOs working on lesbian, gay, bisexual, and transgender issues did not register with the government. In recent years human rights organizations reported that police harassed, extorted money or sexual favors from, and assaulted gay men in Colombo and other areas.<br><br> There was no official discrimination against those who provided HIV prevention services or against high?risk groups likely to spread HIV/AIDS, although there was societal discrimination against these groups."
