The Western Region Minister Paul Evans Aidoo has ordered the immediate arrest of all homosexuals in the region. <br><br> He has tasked the Bureau of National Investigations and all security agencies to smoke out persons suspected to be engaging in same sex.<br><br> He also enlisted the services of landlords and tenants to provide reliable information which will lead to the arrest of homosexuals.<br><br> His directive follows months of campaigns against the practice of homosexuality in the country.<br><br> Only yesterday, the Christian Council of Ghana capped months of protestations against the practice of homosexuality with a strongly worded message against the practice and courting Ghanaians not to vote for any politician who believes in the rights of homosexuals.(p. 1) <br><br>

Societal Abuses, Discrimination, and Acts of Violence Based on Sexual Orientation and Gender Identity <br><br> The law makes consenting homosexual acts a misdemeanor, and strong sociocultural beliefs discriminated against and stigmatized same-gender sex. There were no registered Lesbian, Gay, Bisexual, and Transgender (LGBT) organizations. LGBT persons faced widespread discrimination, as well as police harassment and extortion attempts. Gay men in prison often were subjected to sexual and other physical abuse. <br><br> On June 4, more than one thousand protesters in Takoradi, Western Region, participated in a peaceful rally against reports of gay and lesbian activities in their city. This was reportedly the first antigay protest in the country.

Jamaicans continue to experience human rights violations at the hands of their family, friends, neighbours, landlord, police or mobs because of their sexual orientation. Since January 2011, fifty-one incidents, including mob attacks, physical abuse, home evictions, and discrimination were reported with forty-seven of these meted out to males. Similar to national statistics on crime and violence, young people, 18 to 29 years, continue to be the main victims of violence based on sexual orientation. Young people made more than 30 of the 51 reports. <br><br> ?On average, J-FLAG has documented between 30 and 40 cases annually over the past three years, but we have seen an increase in the number of reports which shows that homophobia based harassment and discrimination continues because of the lack of protection of the human rights of homosexuals living in Jamaica by the state,? says Dane Lewis, Executive Director at J-FLAG.

Kostroma, a region located 300 km north east of Moscow, may become the third Russian region to outlaw so called propaganda of homosexuality to minors. <br><br> Similar laws were formally implemented at the regional level, in 2006 in Ryazan and earlier this year in Arkhangelsk. Discussions also took place in the last weeks, in Moscow, and also in St. Petersburg where it already passed the first reading and was the starting point of an outrage in the international community. <br><br> In Kostroma, members of the local Parliament ? Kostroma Regional Duma ? already planned to formalize the ban of homosexual propaganda by adding two articles to the existing laws "On Guarantees of the Rights of the Child" and ?Administrative Code?. <br><br> The amendments proposed by the the Committee on Labor, Social Policy and Health are to outlaw any action aimed to promote pedophilia, homosexuality (sodomy and lesbianism), bisexuality, transsexuality to minors. The parliament is expected to consider the amendments before year end.

"Homosexuality here is taboo, it"s something anathema to Africans, and I can say that this idea of Clinton?s, of Obama?s, is something that will be seen as abhorrent in every country on the continent that I can think of." <br><br> Almost all of Africa?s 54 nations ban homosexuality. Uganda drew opprobrium from across the West last year when a bill was tabled in parliament that would have imposed the death penalty for what was termed "aggravated homosexuality." The bill has since been shelved, but being found to be gay still risks a maximum 14-year jail sentence and Amnesty International has reported arbitrary arrests and torture of suspected gay people in Uganda.   <br><br> More recently, Nigeria's Senate last week agreed a proposed law banning same-sex marriages, again imposing 14-year jail terms for people found guilty, and adding a 10-year sentence for anyone who helps homosexuals marry. <br><br> Writing in Nigeria's Tribune newspaper Thursday, columnist Leon Usigbe wrote that the new US gay rights policy would provoke a "significant diplomatic confrontation" between Washington and Africa?s most populous country. <br><br> "Diplomatic sources hinted on Wednesday that the timing of the Obama presidential order was too closely tied to the recent passing of a bill by the Senate banning same-sex marriage and relationships," Usigbe said. [2]

WASHINGTON (AP) - América Central y el Caribe muestran "niveles considerables" de estigma, discriminación y violencia contra mujeres, niños, adolescentes y personas lesbianas, homosexuales, transexuales, bisexuales e intersexuales, concluyó la Organización Panamericana de la Salud (OPS) en un informe difundido el jueves. <br><br> Según el informe "El derecho a la salud de los jóvenes y las identidades de género: hallazgos, tendencias y medidas estratégicas para la acción en salud pública", los estados violan el derecho a la salud de estos grupos vulnerables al excluirlos de sus legislaciones, políticas y planes de salud pública. <br><br> "Existen todavía niveles considerables de estigma, discriminación y violencia contra determinados grupos en situación de vulnerabilidad (las mujeres, los niños, los adolescentes y los grupos LGTBI)", escribió la directora de la OPS Mirta Roses en el prefacio del documento. La Asociación Civil Ángel Azul (Lima) denunció hoy que continúa la persecución y el maltrato hacia trans (travestis, transgéneros y transexuales) por parte de efectivos de la Policía Nacional del Perú (PNP) y el Serenazgo de Lima. <br><br> Gabriela Mariño, activista y presidente de la Asociación Civil Ángel Azul denunció que tras recibir con entusiasmo días atrás la noticia de la creación de la Unidad para los Derechos Humanos de las Lesbianas, los Gays y las Personas Trans, Bisexuales e Intersexo, recibieron denuncias de detenciones arbitrarias de parte de serenos de Lima. <br><br> Según el Informe Anual sobre Derechos Humanos de Personas Trans, Lesbianas, Gays y Bisexuales en el Perú 2010 ?de la Red Peruana TLGB y Promsex?, ?los efectivos de la PNP y de los serenazgos son los principales agresores de personas LGTBI, por lo que existe responsabilidad directa del Estado no solo por desproteger sino también por ejercer violencia a través de sus funcionarios públicos?, puntualizó por su parte José Luis Castro, activista gay y representante de la ONG Vía Libre. <br><br> Hasta el momento, los medios de comunicación masiva han reportado más de 10 asesinatos de personas LGTBI en el país en este 2011. [1]<br><br> Añadió que las cifras únicamente representan "un aproximado a la realidad de las personas TTT", debido a que hay un subregistro de los casos. "En la mayoría de las ocasiones, al momento de recoger un cuerpo, cuando las autoridades se dan cuenta que tiene genitales de varón, se le clasifica como hombre vestido de mujer y provoca incertidumbre en las investigaciones". Black lesbians in South Africa endure ridicule and abuse in schools, workplaces and churches, sometimes being accused of witchcraft, a Human <br><br> "Lesbians and transgender men live in constant fear of harassment as well as physical and sexual violence," the watchdog group reported.<br><br> The research, We'll Show You You're a Woman, was based on interviews with 121 lesbians, bisexual women and transgender men over two years in the impoverished townships where most South Africans live.<br><br> Graeme Reid, director of HRW's lesbian, gay, bisexual and transgender rights programme, said: "It's a grim picture. It's a picture of fear and intimidation. A segment of South African society lives in terror and feels it has no one to turn to, including the police." [1]

Quach Thu Trang, an official from the Centre for Creative Initiatives in Health and Population (CCIHP), said in some cases, the counsellors themselves even showed prejudice against homosexuals, as they were not equipped with proper knowledge about homosexuality. Some of them believed that gay people became homosexuals because of the influence of Western media or even the environment (for those who live mostly near people of the same sex) and could be ?cured? to become heterosexual. <br><br> A recent study conducted by the Institute for Studies of Society, Economy and Environment (iSEE) with 3,231 gay people revealed that about 15 per cent of the correspondents have been reprimanded or insulted by their families, 4.5 per cent have been attacked and beaten and around 4 per cent faced problems with landlords or roommates, all because of their sexuality. <br><br> Counsellors and social activists at the workshop asked people to stop viewing homosexuality as a disease and to respect the LGBT group?s needs and rights. <br><br> According to Nguyen Van Anh, director of the Centre for Studies and Applied Sciences in Gender ? Family ? Women and Adolescents (CSAGA), also a counsellor from LinkTam, a counselling centre for lesbians, the suicide rate of LGBT was 13 times higher than that of heterosexual people. She said out of thousands of lesbians who called her centre for advice, 10 per cent had attempted to commit suicide and the remaining 90 per cent had considered it. A major reason for those intentions was social discrimination. [1]

Opinion polls in advance of the elections predicted a major drop in voter support for Putin?s party, and in a blatant appeal to conservative religious elements and supporters of ultra-right nationalist parties, the United Russia majority in the St. Petersburg city council quickly pushed through, to use an American formulation, a ?no promo homo? law that equated homosexuality with pedophilia, outlawing any pro-gay ?propaganda? that might be seen by ?minors.? The viciously anti-gay bill passed overwhelmingly, 27-1, with one abstention, in its first reading. <br><br> Less than 48 hours later, Putin?s stooges in the Moscow city council announced they planned to introduce a similar bill there. According to Ekho Moskvy, a Moscow-based radio station heard nationally, the speaker of the Moscow City Duma, Vladimir Platonov, said that the capital was ready to follow St. Petersburg?s example. <br><br> And the party?s leaders, including Russian Duma Speaker Valentina Matvienko, have said they?ll introduce a similar law at the federal level. Societal Abuses, Discrimination, and Acts of Violence Based on Sexual Orientation and Gender Identity <br><br> The law criminalizes homosexual behavior and provides penalties of 15 years' to life imprisonment for individuals who engage in "unnatural" (homosexual) acts. A lesser charge of "gross indecency" carries penalties of up to 14 years' imprisonment. The government enforced the law that criminalizes homosexual conduct and did not respond to societal discrimination. Societal violence against homosexual persons occurred, as did societal discrimination in employment, housing, and access to education or health care. There were active groups promoting rights of such persons, but the MoHA Registrar of Societies continued to refuse to register them. Groups held social gatherings but did not participate in open demonstrations or marches. There were also social impediments to the operation and free association of organizations for LGBT persons. In 2010 The National Constitution Conference (NCC) produced a draft constitution which both failed to decriminalise homosexuality and has explicitly deprived LGBT people of their rights through omitting sexual orientation as a ground for discrimination and adopting a clause expressly forbidding same-sex marriage.3 [1]

Commenting on reports that Mr Sata supports gay rights, Evangelical Fellowship of Zambia (EFZ) executive director PukutaMwanza said the church will campaign against political parties and their leaders engaged in advocating unChristian activities such as homosexuality and abortion. <br><br> ?We are disappointed with news that the PF is supporting same sex marriages. This is alien to Zambia?s traditional values. This is a Christian nation, so it is unthinkable that any leader can promote such things,? he said. <br><br> Rev Mwanza said the fact that homosexuality is being promoted and practised elsewhere does not mean it should be permitted in Zambia.[1]
