"Suggested intervention: <br>
We welcome the commitment of Chad, expressed in its national report, to equality and non-
discrimination, and to legislative measures to ensure equality and non-discrimination
between men and women, and on grounds such as HIV status and disability, as well as to
respect for the human person. Can the delegation indicate whether these principles are also
extended to non-discrimination based on sexual orientation and gender identity, and what
measures might be taken to promote tolerance and respect on these grounds? "

"We recommend that Article 373 of the Penal Code, which prohibits offences against morals,
be reviewed to ensure that it is not used by police to target or harass members of sexual
minorities, particularly those who are transgender or transsexual. We further recommend
that public education and awareness programmes, including on grounds of sexual
orientation and gender identity, be implemented, and that sensitivity training on these
grounds be provided to law enforcement, judicial and other authorities. "

Congo: UN HUMAN RIGHTS COUNCIL -Universal Periodic Review - Fifth Session- REFERENCES IN UPR REPORTS TO SEXUAL ORIENTATION AND GENDER IDENTITY & SAMPLE RECOMMENDATIONS - published by ARC International on 05/06/09 : http://www.ohchr.org/EN/HRBodies/UPR/Pages/Documentation.aspx (Sexual Minorities & HIV Status)
"Suggested recommendations: <br>
We note that, according to the Summary of Stakeholders? Information, article 331 of the
Criminal Code, which prohibits acts against nature, could be applied to criminalise some
forms of same-sex activity between consenting adults. The UN Human Rights Committee
has confirmed that criminalization of consensual same-sex conduct violates the rights to
privacy and non-discrimination, contrary to articles 17(1) and 26 of the International
Covenant on Civil and Political Rights, and runs counter to the implementation of effective
education programmes in respect of HIV/AIDS prevention by driving marginalised
communities underground. We recommend that consideration be given to reviewing this
provision to ensure that it is not interpreted or applied so as to criminalize same-sex activity
between consenting adults."

Singapore: Government's position on homosexuality unchanged - published by www.channelnewsasia.com on 05/14/09 on: http://www.channelnewsasia.com/stories/singaporelocalnews/print/429253/1/.html (Sexual Minorities & HIV Status)
"Two years ago, during the debate on whether to decriminalise sex between men, Prime Minister Lee Hsien Loong had clearly stated that the conventional family, a heterosexual stable family is the norm and building block of Singapore society. <br><br>
But the government also recognises that homosexuals are part of the society. Mr Lee had said then: "Homosexuals work in all sectors, all over the economy, in the public sector as well and in the civil service. They are free to lead their lives, free to pursue their social activities." <br><br>
That position has not changed. Mr Wong said: "The government was not going to be pressured into changing its position on homosexuality before the takeover of AWARE. Nor does the government intend to change its position now that the Old Guard has recaptured AWARE.""
