Fernando del Collado a researcher, journalist, and author of the book ?Homophobia. Hate, crime and Justice, 1995-2005? announced that three homosexuals are murdered, each day, in this country, 98% of said crimes go unpunished.<br><br>
During the presentation of his book, he said that 387 hate crimes, by reason of homophobia, were committed in Mexico between 1995 and 2005; with 126 being committed in the Federal District.

Extortion, sexual harassment and bad treatment is the norm when a transsexual is apprehended by the police around gay clubs. This practice is likened to being hunted down according to some victims. On the way to a club or walking from one club to the next, they are stopped and taken away in police cars, from here follows the familiar process that these victims know all too well and try to avoid at all costs. ?They accuse us of prostitution or of doing other bad things, and accuse us of crimes against the morale.?
This deprivation of liberty leads to extortion, sexual propositions and threats.<br><br>
Aline recounts: ?They saw us from 50 meters away and the police car came rushing on the wrong side of the road and they put us in the car and accused us of crimes against the morality.?

With the arrival of the military and federal police forces who are in place to combat organized crime, the environment of harassment against transsexuals has worsened. Transsexuals who live in the downtown area cant leave their homes because of the high risk that they will be detained by authorities who consider them criminals only because they dress with women?s clothes.

So said Arturo Diaz Betancourt of the National Commission to Prevent Discrimination. <br><br>
In their defense, he said that three municipalities will soon initiate reform projects to try to increase respect for human rights from this level of government. <br><br>
Nevertheless, he said that homophobia and hate crimes are a problem of public health because the violence can cause sickness or death. Mexico has not taken action accordingly.

Tijuana, Baja California ? In the face of the aggression suffered by a group of transsexual sex workers who have complained of being subjected to extortion by the municipal police, the Bi-national Center for Human Rights of Tijuana will begin a project for the transsexual community.<br><br>
Victor Clark Alfaro, director of the organization, has been investigating complaints that a police agent, Julian Baez Hernandez, has been harassing and extorting transsexuals.<br><br>
After meeting with police authorities, Alfaro learned that the opfficer had been transferred to another delegation. Alfaro believes that the agent committed a violation and that he victims should lodge a formal complaint.

Gaviria explains that many militants of Pink Pole, the collective which gathers the gay community in her party, have been victims of "mistreatment and abuse," including on the part of the police. <br><br>
"There is no rational argument which justifies homophobia, but I believe that it is fundamentally due to religious factors which are passed on by way of education," added the ex-magistrate.

EL ASESINATO DEL LÍDER DE LOS DErechos humanos de la población LGBT Álvaro Rivera Linares, ocurrido el pasado 8 de marzo en la ciudad de Cali, puso de presente una serie de turbias realidades que el país desconoce y algunas autoridades se empecinan en obviar.<br><br>Como él, otras 67 personas LGBT fueron asesinadas de 2006 a 2007, según cálculos de la ONG Colombia Diversa. De estos casos, 26 ocurrieron en el Valle del Cauca. El caso del Álvaro Miguel no es entonces un hecho aislado. La situación de la población LGBT es tan preocupante en esta zona del país ?y no es la única, pero sí la más angustiante?, que la propia Comisión Interamericana de Derechos Humanos (CIDH) condenó el asesinato e instó al Estado colombiano a "realizar una exhaustiva investigación y sancionar a los responsables de este asesinato."<br><br>
The assasination of the leader of the LGBT Human Rights Community, Alvaro Rivera Linares, which happened last March 8th in the city of Cali, brought to the forefront a series of turbulent realities which the country denies and some authorities refuse to recognize."<br><br>
Like Rivera Linares, 67 LGBT people were assassinated from 2006 to 2007, according to figures of the non-governmental group Diverse Colombia. Of these cases, 26 happened in the Cauca Valley. The case of Alvaro Miguel therefore is not an isolated incident. The situation of the LGBT population is so worrisome in this area of the country "and is not the only, but definitely the most distressing," that the very Interamerican Commission on Human Rights (IACHR) condemned the assasination and insisted that the Colombian government "conduct an exhaustive investigation and sanction those responsible for this murder."

In the protest, various members of the group carried signs which denounced attacks by uniformed police and security guards who attend the demonstrations, harass them without cause, with homophobic attitudes.<br><br>
"About a month ago a police officer stopped me without any argument, in the center of the city. He did it when he saw me standing on a street corner. I told him that I wasn't doing anything, that he couldn't stop me, but he forcibly put me in a police car and then he hit me with a blunt object without my having given him a motive to do it," complained Brisa Jaramillo, who carried a poster with photos showing hematomas on the body.

Durante la madrugada del 12 de marzo fue asesinada Adriana Fonseca (quien fuera registrada formalmente como Adán Sánchez López), una joven muxe de Juchitán, Oaxaca, quien contaba 30 años de edad. Este es el cuarto asesinato perpetrado contra una muxe en los últimos ocho años.<br><br>Las organizaciones civiles del estado de Oaxaca consideran que se trata de un acto de homofobia perpetrada contra toda la comunidad muxe de la zona, por lo que a través de diversos medios hicieron saber de este lamentable hecho a Enoé Uranga para enterarla de la situación, pues días antes representantes de diversas organizaciones civiles del estado, en particular de Juchitán, se presentaron en el Distrito Federal para brindar el apoyo a la candidatura independiente de la activista y defensora de los derechos humanos.<br><br>
During the early morning hours of March 12, Adriana Fonseca was assassinated (she was formally registered as Adán Sánchez López), a young Muxe woman from Juchitán, Oaxaca, who was 30 years old. This is the fourth assassination carried out against a muxe in the last eight years.<br><br>
The civil organizations of the state of Oaxaca believe that it is an act of homophobia perpetrated against the whole muxe community in the area, for which, through diverse means, they made public the lamentable fact to Enoé Urange, in order to inform her of the situation, since a few days before representatives of various civil organizations of the state, in particular from Juchitán, were present in the DF in order to offer support for the independent candidacy of the activist and defender of human rights.

Thailand: Violence Against Gay People - IGLHRC 03/16/09 (Sexual Minorities & HIV Status)
The second annual Gay Pride Parade scheduled for February 21st in Chiang Mai, a popular destination in northern Thailand, was cancelled when the parade participants were locked in the compound where they were gathering and subjected to violence by the Rak Chiang Mai 51 political group, also known as the ?red shirts? for their attire. Parade participants were harassed, hurt, and prevented from leaving or entering the compound for 4 ½ hours while 150 police looked on.

Well-known Colombian gay activist Álvaro Miguel Rivera Linares, 41, was
killed March 6 in his apartment in Cali.<br><br>
He suffered a fatal blow to the head and was found tied to his bed and
gagged. The apartment had been trashed but there were no signs of forced
entry and nothing was stolen.

115. On 29 May 2008, the Special Rapporteur sent a letter of allegation to the government concerning Mr Mikael Danielian, chairman of the Helsinki Association ? Armenia, a human rights organization based in Yerevan. <br>
116. According to the information received, on the afternoon of 21 May 2008, Mr Mikael Danielian was a passenger in a taxi in Terian St. in Yerevan when he was approached by a man, who had got out of a nearby vehicle. The suspect?s name is known to the Special Rapporteur. The man allegedly punched Mr Danielian through the open car window at which point Mr Danielian got out of the taxi. The man reportedly continued to harass him, calling him a CIA agent who defended the interests of gay people and a ?shame to Armenia?. ?

275. On 27 November 2008, the Special Rapporteur, together with the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression sent a letter of allegations concerning participants of the ?Sarajevo Queer Festival?, a festival of art and culture, organized to promote awareness of the human rights of lesbian, gay, bisexual and transgender (LGBT) persons. According to the information received, permission for the first ?Sarajevo Queer Festival? was granted to the organizing NGO called ?Udruzenje Q? for 24-28 September 2008 in Sarajevo. This festival of art and culture included a series of exhibitions, performances, film showings and public discussions to promote the universality of human rights and an end to discrimination based on sexual orientation or gender identity. In the month preceding the festival, several newspapers, including ?SAFF? and ?Dnevni Avaz? used derogatory language in reaction to gay and lesbian people and called for the participants of the festival to be lynched, stoned, doused with petrol or expelled from the country.

Urgent appeal<br>
342. On 27 June 2008, the Special Rapporteur sent an urgent appeal concerning the Gay Pride Parade organized by the Bulgarian Gay Organization ?Gemini? and scheduled to take place in Sofia on 28 June 2008. According to information received, reports indicated that several websites have published content which incite hostility and violence towards participants in the Gay Pride march. The website of the Ataka political party has called for an ?intervention? by all those opposed to the march and has associated the Parade with paedophilia. Furthermore, on 19 June the Bulgarian National Union (BNU) released a message on its official website reportedly entitled ?BNU against homosexuality and paedophilia? (http://bg.bgns.net/Aktualno/Anti-gei-kampaniya.html) announcing a campaign called ?Don?t be tolerant, be normal ? A week of intolerance against homosexuality and paedophilia? from 22 June onwards. In the course of the week, the BNU is reportedly organizing round tables advocating the restriction of public displays of homosexuality and reportedly calling for direct opposition to the march of 28 June.

Urgent appeal<br>
1387. 14 August 2008, the Special Rapporteur, together with the Special Rapporteur on the independence of judges and lawyers, sent an urgent appeal regarding Ms Shirin Ebadi, Nobel Peace Prize laureate and lawyer. <br><br>
1388. According to the new information received, on 8 August 2008, an article was published on the website of the Iranian Republic News Agency (IRNA), entitled ?Ebadi bogged down with the Bahai?s?. The article reacts to the fact that Ms Ebadi has undertaken the defence of seven members of the Baha?i community. The article contains allegations such as that human rights are used as means of pressure to impose Western norms to other cultures, and criticizes Ms Ebadi for taking up the defence of homosexuals, Bahai?s and ?CIA agents?. The article also refers to the conversion to the Baha?i faith of Ms Nargess Tavassolian, the daughter of Ms Ebadi. Another article, which was published on IRNA?s website, alleged that the reason why Ms Ebadi took up the defence of the seven Baha?i members was in connection with her daughter?s conversion to the faith. On 4 August 2008, the newspaper ?Kayhan? also published an article insinuating links between Ms Ebadi, Israel and the Baha?i community.
