2361.  Guyana: letter to President Bharrat Jagdeo- The letter was signed by the Caribbean Forum for Liberation of Genders and Sexualities (CARIFLAGS), Global Rights, Guyana Rainbow Foundation (Guybow), Human Rights Watch, International Gay and Lesbian Human Rights Commission (IGLHRC), and the Society Against Sexual Orientation Discrimination (SASOD). - 03/05/09 (Sexual Minorities & HIV Status)
We write on behalf of the Guyanese, Caribbean, and international human rights organizations Caribbean Forum for Liberation and Acceptance of Genders and Sexualities (CARIFLAGS), Global Rights, Guyana Rainbow Foundation (Guybow), Human Rights Watch, the International Gay and Lesbian Human Rights Commission (IGLHRC), and Society Against Sexual Orientation Discrimination (SASOD), to express concern over the recent police arrests in Georgetown of people wearing clothes considered to be those of the other sex. <br><br>Police detained eight people between February 6-10 under Chapter 8:02 of the Laws of Guyana, section 153 (1) (xlvii) of the Summary Jurisdiction (Offences) Act, which criminalizes as a minor offense the ?wearing of female attire by men; wearing of male attire by women.? On February 6, 2009, plainclothes policemen detained three people in downtown Georgetown near Stabroek Market, on the grounds that the defendants were men ?wearing female attire.? On February 7, 2009, police detained five other people, charging them under the same provision. <br><br>On February 10, 2009 police detained four more people; three had been arrested in the previous crackdowns. On February 9, 2009 Acting Chief Magistrate Melissa Robertson fined seven of the eight arrested persons GY$ 7,500 for wearing ?women?s clothes.?

2362.  Guyana: Stop Dress Code Arrests- HRW Repeal Discriminatory Laws Repeal Discriminatory Laws- HRW 03/05/09 (Sexual Minorities & HIV Status)
(Georgetown) - Guyana should halt arrests and police abuse of transgender people and repeal a repressive law that criminalizes wearing clothes considered appropriate only for the opposite sex, six human rights organizations said today in a letter to President Bharrat Jagdeo.<br><br> The letter was signed by the Caribbean Forum for Liberation of Genders and Sexualities (CARIFLAGS), Global Rights, Guyana Rainbow Foundation (Guybow), Human Rights Watch, International Gay and Lesbian Human Rights Commission (IGLHRC), and the Society Against Sexual Orientation Discrimination (SASOD). They called on the Guyanese authorities to drop the charges against seven people arrested under the law in February, 2009, and investigate allegations of abuse by the police.

The human rights violations against LGBT individuals committed by the police in Turkey are monitored and reported by the LGBT Rights Platform consisting of seven LGBT organizations in Turkey. The LGBT Rights Platform also prepares reports about the attacks of civil people against LGBT individuals. The human rights violations monitored and reported by the Platform in 2008 occurred in Ankara, Ayd?n, Diyarbak?r, Eski?ehir, ?stanbul, ?zmir, Kayseri and Mu?la. The Platform has also been working for the elimination of the existing barriers to the freedom of association of LGBT individuals in Turkey. <br><br> As a member of the LGBT Rights Platform, Lambdaistanbul LGBT Solidarity Association prepared 34 reports about the attacks of the police and civil people against LGBT individuals in 2008:

The second gay pride parade in Chiang Mai, Thailand, was called off at the last minute Feb. 21 following virulent on-site protests by 30 members of a group called Rak Chiang Mai 51, The Nation newspaper reported.<br><br> Pride organizers said they feared the march would descend into violence, despite the presence of 150 police officers.

2366.  Uganda: The U.S. Religious Right Exports Homophobia to Africa - IGLHRC 03/04/09 (Sexual Minorities & HIV Status)
(New York, March 4)- The International Gay and Lesbian Human Rights Commission (IGLHRC) and Sexual Minorities Uganda (SMUG) condemned a seminar designed to attack lesbian, gay, bisexual and transgender (LGBT) Ugandans under the cloak of religion. The 3-day seminar in Kampala, which opens Thursday, March 5, features an array of U.S. speakers known for their efforts to dehumanize LGBT people and for their belief that homosexuality can be "cured." The speakers include Scott Lively, Don Schmierer, and Caleb Lee Brundidge?leading voices in the crusade by religious extremists to roll back basic human rights for LGBT people in the United States. Brundidge is affiliated with Extreme Prophetic Ministry in Phoenix, Arizona. Schmierer is on the board of the so-called "ex-gay" organization Exodus International. Lively is well known for his belief that the Nazi Holocaust never happened.<br><br>In response to this ongoing pattern of violence and abuse, SMUG launched its Let Us Live in Peace campaign, aimed at decreasing violence against LGBT Ugandans. The campaign was launched shortly after human rights defenders Victor Mukasa and Oyo Yvonne filed a lawsuit against the Attorney General related to an illegal raid on Mukasa's home. The plaintiffs won their case in December 2008?a landmark victory by organizers in a country that still punishes homosexuality by life in prison and has repeatedly made efforts to silence human rights leaders. FLN organizers cite this victory in the promotional materials for the seminar, saying that it shows that a "well organized homosexual machinery" is taking over Uganda, "wreaking havoc in individuals, families and the society."

Y ni hablar de la iglesia católica, quien en el 2007 le impidió a una profesora de religión ejercer su oficio por el único hecho de reconocerse como homosexual.<br><br> And discrimination is big and it is necessary to be united facing distinct threats which can come as much from the private sector as from the public. For example, the case of Judge Karen Atala is well known from whom the justice system took from her her three daughters after acknowledging that she was a lesbian. The Government acted as inquisitor. And don't even mention the Catholic church, which in 2007 prevented a professor of religion from her office for the only reason that she acknowledged that she was a homosexual.

The cause of gay refugees who flee persecution in Iran only to face harassment in Turkey has caught the attention of the federal immigration minister, who says Canada is willing to facilitate their resettlement here.<br><br> Jason Kenney wrote the Canadian office of the United Nations High Commissioner for Refugees to urge quick processing of their applications after a story appeared last month in the Toronto Star.<br><br> That story centred on Iranian Arsham Parsi, now a Toronto-based advocate whose "Iranian Queer Railroad" project tries to help gay and lesbians in legal limbo in Turkey reach Canada or the United States.

Contribution by Katie Joaquin from Filipinos for Affirmative Action, Oakland CA<br><br>Abstract <br> Operating according to UNAIDS? ?Protocol for the Identification of Discrimination against People Living with HIV?, this study analysed health infrastructure in Manila, Philippines and determined that despite the existence of anti-discriminatory legislation, discrimination still occurred in practice. This was attributed to an absence of written regulations and inadequate training among health staff . Discrimination associated with HIV/AIDS has been found to be a hindrance to the development of successful preventive strategies, as it discourages people living with HIV/AIDS (PLWHA) and other people from contacting health and social services. This paper argues that if the Philippines is to maintain its low prevalence rate of HIV (and even reduce it), the discrimination that PLWHA incur must be addressed taking account of their human rights.

In February a mob broke into the home of four presumed homosexual men, killing three of them. The fourth was missing and presumed dead. The men had reported being harassed for their perceived sexual orientation prior to the fatal attack. Police made some inquiries in the case but did not conduct a full investigation or make any arrests by year's end.

afrol News, 1 December - Human rights groups report of a "dramatic escalation of intimidation and persecution" of gay and lesbian activists in Uganda as result of a government campaign. Ugandan authorities are following the Church in demonising homosexuality in the country.<br><br> The International Gay and Lesbian Human Rights Commission (IGLHRC) this week reported this intensified persecution of homosexuals in Uganda. The increased pressure on pro-gay organisations comes after the Anglican Church of Uganda launched a strong campaign against homosexuality.

WASHINGTON, February 26, 2009 ? Russia is condemned for breaches of human rights in the US State Department?s annual Human Rights Report, published yesterday. And human rights for gay men and women are highlights by the cases of continued bans on Moscow Gay Pride.<br><br> The report also criticises other countries, like Serbia and Nigeria, for their attitudes towards gays.<br><br> In the section on Russia, a large part of the report is given over to the human rights situation in the North Caucasus, highlighting cases of kidnapping, tortures, and killings of civilians.<br><br>Elsewhere in the Human Rights Report, there is criticism of Serbia and Nigeria for continued problems suffered by gay men and women. But the report recognises improvements in Latvia and Poland.
