2721.  REPORT ON CAMPAIGNS TO OVERCOME HOMOPHOBIA IN CHINA AND MALAYSIA- By Walter L. Williams, Ph.D, Professor of Anthropology, History and Gender Studies University of Southern California, USA- 06/30/08 (Sexual Minorities & HIV Status)
It is clear from the evidence that in the last decade the situation has gotten worse for gay men and lesbians in Malaysia. Partly this is a reflection of a recent crackdown on homosexuals in many Muslim nations. Most people know that the Taliban in Afghanistan were infamous for forcing accused homosexuals to stand next to a tall brick wall, while a tank pushed the wall over onto them to crush them to death. In U.S.-allied Saudi Arabia the punishment that has been meted out for ?sodomites? is beheading. Within the last several years Iran has killed well over a thousand people who were accused of being homosexual. These mass killings of homosexuals, which have been justified in the name of Islam, constitute a major human rights violation of the early 21st century.

2722.  US: Migrant Detainees Suffer From Inadequate Medical Care- Improve Treatment of HIV-Positive Immigrants in Detention- HRW 05/08/08 (Sexual Minorities & HIV Status)
(Mexico City, August 5, 2008) ? Inferior medical care for HIV-positive immigrant detainees threatens their health, and ultimately their lives, Human Rights Watch said today at the 2008 International AIDS Conference in Mexico City. The US Department of Homeland Security (DHS) ? the agency charged with providing health care services to detainees ? fails to ensure timely HIV prevention and treatment services, putting many at risk of infection, resistance to treatment, and even death.<br><br> ?Inconsistent and inadequate medical care for HIV-positive immigration detainees endangers their health and lives,? said Megan McLemore of Human Rights Watch?s Health and Human Rights Program. ?Unless Homeland Security reforms its treatment systems, more immigrants will die or fall sick for no good reason.? <br><br> In a December 2007 report, ?Chronic Indifference: HIV/AIDS Services for Immigrants Detained in the United States,? Human Rights Watch documented the difficulties encountered by detainees with HIV and AIDS in obtaining essential medical services.

2723.  Muslim countries: No gay issues at UN-www.hurryupharry.org- 10/22/08 (Sexual Minorities & HIV Status)
The Organisation of the Islamic Conference has secured a deal in which they will withdraw their opposition to a Brazilian gay NGO gaining accredited status at the UN in return for a ban on gay, lesbian or transgender issues being discussed.<br><br> The deal was struck with the Brazilian Government. It will allow a Brazilian organisation - Associação Brasileira de Gays, Lésbicas, Bissexuais, Travestis e Transexuais (ABGLT) - to attend a conferences hosted by the UN?s ECOSOC (the agency tasked with ?encouraging universal respect for human rights and fundamental freedoms?) as long as it is agreed that the agenda will be limited to racial and religious discrimination. Homophobia and persecution of sexual minorities must not, by the terms of the agreement, be mentioned.

Ankara-born, Ali (name substituted), 33, believes the core reason Turkish culture doesn't understand or accept homosexuality is because there is no word for it in the language.<br><br> "How can they recognise it, if there's no word for it? The culture is really twisted," said Ali.<br><br> Turkish society attempts to ignore the existence of homosexuality in the country. In May this year a Turkish court ordered the closure of the gay activist group Lambda, ruling that the group allegedly contravened public morality laws. The police had raided Lambda's office the month prior.

2725.  India: Police Violence against Activists in Bangalore on October 20, 2008- HRW 10/20/08 (Sexual Minorities & HIV Status)
Bangalore human rights organizations, including the People?s Union for Civil Liberties-Karnataka (PUCL-K), have extensively documented police harassment and abuse of hijras. In Bangalore, as elsewhere in India, hijras are often unable to obtain identity papers because their gender identity and appearance do not correspond to their sex at birth. As a result, many cannot find housing, education, or legal employment ? or, in many cases, even vote. The effective loss of basic citizenship rights ? coupled with widespread social prejudice against people who violate norms for ?masculinity? and ?femininity? ? leaves them economically marginalized and exposed to police abuse.<br><br> At 11:00 a.m. on October 20, police arrested five hijras in the Girinagar neighborhood of Bangalore, charging them with ?extortion.? Arrests of hijras for begging are commonplace, and the extortion charges are apparently related to this offence. Unlike begging, however, extortion is a non-bailable offence under the Indian Penal Code (IPC). This charge allowed police to hold them in the station rather than removing them quickly to a ?beggars? colony,? which is standard procedure in such cases. That same day, the Mumbai-based Daily News and Analysis reported that Bangalore?s Deputy Commissioner of Police (South) had launched a new ?drive against the city?s eunuch menace.? The unusual severity of the charges suggests that the arrests may have marked the beginning of that drive.

2726.  India: Stop Abuse of Sexual Rights Activists: Police Accused of Violence, Sexual Abuse Against 42 in Bangalore- HRW 10/28/08 (Sexual Minorities & HIV Status)
(New York, October 28, 2008) - Indian authorities should investigate the mass arrests and ill-treatment of activists working on sexual orientation and gender-identity issues in Bangalore and punish those responsible, Human Rights Watch said today.<br><br> On October 20, 2008, police arrested five hijras (working-class, male-to-female, transgender people), detained representatives of a nongovernmental organization trying to negotiate their release, and subsequently attacked a group of peaceful demonstrators protesting the arrests. A total of 42 people were detained. The negotiators later informed Human Rights Watch that police officials told them higher-level authorities had ordered a campaign to arrest hijras on serious charges.

After initially giving a verbal OK, city officials in Tambov, Russia, reversed course and officially blocked the city's first planned gay demonstrations Oct. 9.<br><br> City Hall decided the city's residents did not approve of the events (a demonstration and a march), that police couldn't secure them and that they would cause traffic troubles.

Officials in Krakow, Poland, OK'd an Oct. 31 gay march, then turned around and banned it after Polish President Lech Kaczynski announced plans to attend a celebration of the anniversary of Krakow's independence the same day.<br><br> Gay groups planned to march to the grave of King Wladyslaw III, who they claim was gay, on the anniversary of his death.

Amigos Contra el Sida, realiza diferentes actividades, como parte de las acciones para captar la atención de la diversidad sexual en esta zona del país. El Colectivo Amigos Contra el Sida, publicó un comunicado de prensa, repudiando los hechos y pidiendo una investigación.<br><br> Guatemala-A tear gas bomb was thrown last Saturday night, the 18th of October, in an area of the city of Samayac in the Department of Suchitepequez (185 kilometers from the capital of the country), where the event of Our Beautiful Gay was taking place, organized by the group Friends Against AIDS. Unknown persons entered the room and threw the explosive device, causing a panic among those in attendance and a nervous breakdown from affects of the gas. Friends Against AIDS sponsors different activities, like, and some of the activities are in order to capture the attention of the sexual diversity in this are of the country. The group Friends Against AIDS, published a press release, repudiating the facts and asking for an investigation.

A human rights group in Egypt on Monday slammed police for snooping on couples accused of wife-swapping in the conservative nation and arresting them on prostitution charges.<br><br> The main accused in the case, a 48-year-old civil servant and his teacher wife, 37, were detained last week for allegedly organising wife-swapping parties and orgies via a website run by an Iraqi Kurd, local media reported.

Malaysia refused on Monday to recognize the marriage of a man and his transsexual bride, according to international news reports. <br><br> Joshua Beh and Jessie Chung, a transgender businesswoman who underwent sex reassignment surgery two years ago, were married on Saturday in a large ceremony. The union is believed to be the first of its kind in the mostly Muslim country.
