The hate crimes which are discussed in Mexico towards homosexuals, and transgender people lack an official record, due to the fact that country occupies second place, after Brazil, with the largest number of homophobic hate crimes in Latin America, according to a study done by the Commission on Human Rights of the DF (Federal District- Mexico City). <br><br>
An Investigation by the College of Mexico indicates that these numbers are less than the reality. OPINIÓN. Homofobia criminal sofoca más vidas en México / Opinion. Criminal homophobia stifles more lives in Mexico- by Antonio Medina Founder of Agencia NotieSe, www.notiese.org, on 05/06/11: http://www.notiese.org/notiese.php?ctn_id=4864 (Sexual Minorities & HIV Status)

After about a year after the federal government enacted the 17th of May as the Day of Tolerance and Respect for Preferences, hate crimes due to homophobia continue staining red the rainbow of sexual diversity in the country, well, among other weaknesses of this presidential edict.. (which neglected to mention the word homophobia in the tittle) they didn?t set out governmental actions (forceful ) in order to ease (really) criminal homophobia in Mexico. <br><br>
It is important to point out that in Mexico, each year, an average of 35 people from the LGBTI community are murdered. Between 1995 and 2009 more that 640 hate crimes due to homophobia have been recorded in Mexico. All of these cases, as those of Quetzalcóatl and Barbara, have been reported in the media, but, as has been verified by the Citizens? Commission Against Hate Crimes due to Homophobia (CCCOH) for more than 13 years, of each crime reported in the media, there exist at least three more, which society is not aware, among other things, because the families of the victims prefer silence rather than ridicule and, as Carlos Monsiváis said, ?once the person is murdered, there comes a second social death? when the event is disseminated in the media in a stigmatized manner. <br><br>

The Universal Periodic Review as a new UN Human Rights tool for LGBTI rights: Saint Lucia February 01, 2011- by Vidyaratha in SAINT LUCIA, 01/3111: http://www.irnweb.org/en/blog/post/view/the-universal-periodic-review-as-a-new-un-human-rights-tool-for-lgbti-rights-saint-lucia (Sexual Minorities & HIV Status)
Many people and governments in St Lucia and the Caribbean do not yet recognize the importance of removing sodomy laws and ensuring protection from discrimination in order to ensure the human rights of all people - including lesbians, gays and bisexual people. The shadow report that we produced is only one way in which we strive to bring these issues to the attention of the government.

In sub-Saharan Africa, homosexual men suffer significantly higher rates of HIV than the general population. One new study in Soweto by the Global Forum on MSM and HIV showed a 50% infection rate. There are similarly high rates elsewhere in Africa. <br><br>
Increasingly, NGOs, international organisations and some leaders are spelling out the role that official and societal repression of homosexuality plays in the transmission of HIV/Aids. They are funding small organisations targeting gay men and other marginalised and criminalised minorities such as sex workers ? those whom Voice Mhone believes are a distraction from Malawi's problems ? despite the fact that 10% of Malawians are HIV-infected.

Randy (not real name), a man in his early twenties, does not believe the laws that address homosexuality in St. Lucia should change. His views about MSMs are in contrast to Didier?s although Randy is himself gay. He admits to hating flamboyant gay men during his teen years.
?It won?t be a good thing because criminals will still want to kill them (gays),? he says, referring to decriminalizing homosexual activities. <br><br> ?At this moment, it wouldn?t make sense. The best thing for Caribbean people now is to go somewhere like Canada where people are already safe with that.?

St. Lucia Country Report for use in refugee claims based on persecution relating to sexual orientation and gender identity -Sexual Orientation and Gender Identity research ? International Human Rights Program University of Toronto - Produced: February 3, 2010 (Sexual Minorities & HIV Status)
I: Introduction <br>
This report reveals a general consensus that there is widespread social stigma and discrimination
against homosexuals in St. Lucia. At law, buggery is a criminal offence under the St. Lucian
Criminal Code (2004). While it is not perceived to be enforced, at least some in the St. Lucian
queer community have expressed that they are legally defenceless to the discrimination that
might ensue if they make their sexual orientation known.
Sources indicate that the deeply religious and conservative nature of St. Lucian society has
driven homosexuals underground, or into closeted double-lifestyles. The result is that there are
few openly gay people in the country. A UN AIDS report showed that discriminatory attitudes
towards gays are promoted by the media, church, and police. Also, acts of discrimination are
reportedly justified by biblical passages. Among the acts of discrimination found were reports of
doctors refusing treatment to gay men, employment discrimination, and acts of violence and
murder. <br><br>
The extent of police protection for homosexuals is unclear. While in an interview, a police
official stated that attacks on homosexuals are treated seriously, other reports indicated that
complaints by gay men to the police have gone un-investigated.

STATE SPONSORED HOMOPHOBIA REPORT 2011: HOMO- & TRANSPHOBIA SOON REJECTED JUST LIKE SEXISM & RACISM -in WORLD, ILGA,17/05/2011 : http://ilga.org/ilga/en/article/mZ9yrEp19R (Sexual Minorities & HIV Status)
Decriminalization of same-sex sexual acts between consenting adults remains a necessary precondition for the fight against homophobia, just as application of equal rights and social benefits for LGBTI individuals, couples and communities indicate the road to trod in those countries where decriminalization has been achieved. ILGA?s State Sponsored Homophobia Report, authored and edited by Eddy Bruce Jones and Lucas Itaborahy, is an excellent tool for activists, journalists, scholars and plain interested people alike to get a clear image...

Venezuela : Country Report for use in refugee claims based on persecution relating to sexual orientation and HIV+ status - Sexual Orientation and Gender Identity research ? International Human Rights Program, University of Toronto - Produced: July 30, 2009 (Sexual Minorities & HIV Status)
This dossier provides a summary of the case law in Canada regarding refugee claims
made on: 1) the basis of the claimant?s HIV status and 2) the basis of the claimant?s
sexual orientation. Although the former addresses claims without regard to the
claimant?s country of origin, the latter focuses on claims made by Venezuelans. The
dossier then provides the human rights situation for HIV+ individuals and LGBT
individuals in Venezuela through a summary of governmental reports, reports by Non-
Governmental Organizations, scholarly literature and media reports.

Cameroon: "Sodomy" Law Violates Basic Rights Eliminate Law Used to Entrap for Sexual Orientation May 17, 2011: http://www.hrw.org/en/news/2011/05/17/cameroon-sodomy-law-violates-basic-rights?print (Sexual Minorities & HIV Status)
(Johannesburg) - The March arrest, conviction, and sentencing of Roger Jean-Claude Mbede to three years in prison for being homosexual is a gross violation of Mbede's rights to freedom of expression and equality guaranteed by the Cameroonian constitution, Alternatives-Cameroun, Association pour la Defense de l'Homosexualitè (ADEFHO), and Human Rights Watch said in a letter to Cameroon's top leaders. <br><br>
Under section 347 bis, a person who engages in "sexual relations with a person of the same sex" can face a prison term of up to five years. Mbede was sentenced after admitting to his sexual orientation while in police custody. However, the law directly contravenes international human rights treaties, which, the Cameroonian constitution states, apply directly in the country. <br><br>
"This law criminalizes consensual sexual conduct and violates the fundamental rights to privacy, equality, and freedom of expression of all Cameroonians," said Alice Nkom of ADEFHO. "The fear and stigma attached to homosexuality is such that the police use the mere existence of the law to trap individuals with impunity. And courts convict those accused even in the absence of evidence."

<br><br>
