Decriminalization is one of the main goals of the International Gay and Lesbian Human Rights Commission (IGLHRC). The impact of criminalizing non-heteronormative behavior and sexual relationships has far-reaching consequences-violence and discrimination against LGBT people; vulnerability to abuse and extortion; living conditions that are at best isolating and at worst lethal. This regional update is written by IGLHRC's Regional Coordinator for Asia and the Pacific Islands, Grace Poore in an effort to unpack the impact of anti-sodomy laws like 377, which in this instance, has been used during political rivalries to engage in criminal and legal persecution of opponents. FULL TRANSLATION COURTESY OF THE LAW OFFICE OF FERNANDO QUINONES in San Francisco, CA <br><br> El consejo Nacional para la Discriminación (Conapred) realizó la Encuesta Nacional sobre Discriminación en México, la cual revela que la población no tiene claro que el desprecio y el maltrato propios de la discriminación se traducen en restricción de derechos, menores oportunidades de desarrolo y exclusión <br><br> Asimismo, la encuesta incluyó un estudio de caso con 200 entrevistas a personas de la comunidad homosexual, las cuales destacan que un 94% se percibe discriminado, siete de cada 10 diez señalan que no son respetados sus derechos a ser tratados igual ante la ley, a no ser víctimas de violencia y a expresar libremente sus ideas. <br><br> The National Council on Discrimination (Conapred) carried out a national survey on discrimination in Mexico, which revealed that the population does not have a clear sense that the devaluing and mistreatment that occur with discrimination result in restricted rights, fewer opportunities and social exclusion. <br><br> The survey included a case study of 200 interviews with people in the homosexual community, of which 94% perceived that they were discriminated against. Seven of every 10 said their rights - to equal treatment under the law, to not be victims of violence, and to freely express their ideas- are not respected.

Costa Rica is the most liberal country in Central America with progressive attitudes on homosexuality. This is reflected in the relatively large gay scene in San Jose where we you will find many western style bars, restaurants, clubs, saunas, hotels and guest houses. There is even a small scene in Manuel Antonio on the Pacific coast with gay hotels and a gay beach. Costa Rica is a beautiful country and a particularly good destination for the gay and lesbian traveller.

Our organizations are more committed to investigating the real situation of the homosexual community in Costa Rica. We have had closer relations with some institutions of state and non-governmental organizations, working on the subject of sexual diversity. This has put forward that discrimination against gays and lesbians is politically incorrect, but it only happens on paper or in political discourse, not in the national reality. To change the mentality of the nuclear family and the Catholic Church in Costa Rica is a difficult process. We have identified two areas of difficulty for the gay and lesbian community - not to say that there are not other problems - the first being employment, where workers are being fired because of their sexual orientation or assaulted in the workplace. Lesbians, when they have been identified as lesbian, have suffered sexual assault in the workplace for being lesbians, and suffered other violations. In the nuclear Costa Rican family it is culturally incorrect for a single child of 18 to move out and live on their own. The majority of youth who are single live with their parents until they are married or die. When the nuclear family finds out about the sexual orientation of their child, there are many consequences; one is that the family takes away the child's liberties. FM: The violence is not always physical. Having your liberties taken away or hearing from your family everyday that you will go to hell because you are homosexual is a form of violence. When your family makes you feel obligated to change for the good of the family name and for the good of society is also another form of violence. For this reason it is not strange that the studies done on suicide show that there are more suicides in the homosexual population or attempted suicides because the impact discrimination has on the people is huge. What happens to a person that is living in a situation of discrimination? Obviously they are not doing well emotionally. They expose themselves to dangerous situations and they abuse themselves with alcohol and drugs.
