Singapore's City State Regulator has fined a television station £5000 for featuring a gay couple in way that makes them look 'normal.'<br><br>
The Media Development Authority fined MediaCorp TV for featuring the couple with their adoptive son, claiming that it "promoted a gay lifestyle."

Albania - US Country Reports on Human Rights Practices -2005 Released by the Bureau of Democracy, Human Rights, and Labor-3/8/08 (Sexual Minorities & HIV Status)
NGOs claimed that police targeted the country's homosexual community for abuse. According to the general secretary of Gay Albania, the police often arbitrarily arrested homosexuals and then physically and verbally abused them while they were in detention. According to the ombudsman's office, in June police at the Tirana police commissariat detained, insulted, and physically mistreated a member of the Gay Albania association. Medical experts verified the mistreatment, and the ombudsman's office started an investigation. No action had been taken against the police by year's end.

On Aug. 17, 2002, Bashkim Arapi took a dose of poison. Several hours later he passed away at a hospital in Tirana, the Albanian capital. The only person at his side was his partner of 12 years. A handful of people attended the funeral. No one from his immediate family or relatives came to pay their respects to the deceased. He died abandoned and scorned by the majority of the population. Just because he was president of the Association of Homosexuals of Albania. "The Albanian population is strongly anti-homosexual. The latest public opinion polls show that the vast majority of citizens see us as sick people. Publicly declaring yourself as a homosexual means you can't get a decent job, your whole family disavows you. Only Albanians know what it's like to have your family turn its back on you," says Naser Almalek, the association's secretary. He is one of the few members of the organization who dares talk to the media openly and under his real name.

El informe, de 53 páginas, se refiere a todos los tipos de discriminación, que a juicio de la RDH Panamá, se dan en el país. Una de las pruebas de esa supuesta discriminación contra los homosexuales, que está contenida en el informe, es el Reglamento de la Policía Nacional que ?castiga con la pérdida del empleo o la libertad, la práctica de actos lésbicos y homosexuales de los policías, las cuales violan no solo el derecho a la no discriminación, sino a la igualdad ante la Ley, a la intimidad y al trabajo, entre otros?. Es el debate que mantiene enfrascado al director de la Policía Nacional, Rolando Mirones, con el ministro de Gobierno y Justicia, Daniel Delgado Diamante. Mirones apoya que los homosexuales sean policías y Delgado Diamante dice que eso no ocurrirá mientras él sea ministro.<br><br>
The report, 53 pages long, refers to all kinds of discrimination, in the judgment of RDH (Human Rights Network), which occur in the country. One proof of the supposed discrimination against homosexuals, which is contained in the report, is the Bylaws of the National Police which "punishes with the loss of employment or liberty, the practice of lesbian or homosexual acts on the part of the police, which violates not only the non-discrimination right, but to equality before the law, to the intimacy and the job, among others." It is the debate which keeps the director of the National Police, Rolando Mirones, entangled with the Minister of Governement and Justice, Daniel Delgado Eiamante. Mirones supports homosexuals being police and Delgado Diamante says that this will not happen while he is he minister.

The National Strategy of Prevention and Control of HIV/AIDS in Albania (NSPCHA) is designed based on the following principles:
- NSPCHA will help in the management, coordination and orientation of the work of government, non-governmental and international organizations with activities in the area of prevention and control of HIV/AIDS in Albania.
- NSPCHA is a comprehensive document using a multifaceted approach to HIV prevention addressing the individual, community, societal and structural level prevention and control needs.
- The strategy will be reviewed and, eventually, modified bi-annually based on dataprovided from monitoring and evaluation process, changes in epidemiological situation, findings of research and scientific work, and possible organizational opportunities.
- NSPCHA will ensure the continuity of the work of all organizations and structures involved in the area of prevention, care, and control of HIV/AIDS in Albania. It will reflect recommendations of international organizations (UNAIDS and WHO, in particular) as well as previous National HIV/AIDS Conferences.
- NSPCHA creates a supportive environment and will guarantee the respect for human rights and places such value in the center of all HIV prevention, care andcontrol activities.
- NSPCHA will ensure that HIV prevention and control programs do the utmost to prevent and control HIV/AIDS based on available resources.
- NSPCHA recognizes the importance of risky behaviors and the role of stigma and discrimination as a barrier to deliver highly effective programs of prevention, care and treatment. On the other hand, the NSPCHA views non-response to the specific needs of at-risk and vulnerable or marginalized groups as covert discrimination through neglect and will therefore focus on developing appropriate responses to their needs.
- NSPCH recognizes the importance of gender based HIV prevention and control programs stressing out gender equality and empowerment of women
- NSPCHA addresses HIV/AIDS prevention and control as multidimensional problem related not only to health and in conjunction with all partners at all levels in the public, private and non profit sector and in coherence with other existing country strategies.

CAIRO (AFP) A Cairo court on Wednesday jailed five men, four of them HIV positive, for three years on charges of "debauchery" linked to homosexuality, the latest example of what rights groups call a "witch hunt."<br><br>
The men were arrested three weeks ago in a central Cairo restaurant following an argument after which a client accused them of practising homosexuality, in what rights groups say is becoming a familiar pattern of persecution.

Egypt sent five more men to prison April 9 for "habitual practice of
debauchery."<br><br>
The men, arrested in an ongoing crackdown mostly on HIV-positive people,
will spend three years in jail followed by an additional three years
when they will have to stay at the police station nightly from 6 p.m. to
6 a.m.<br><br>
The men were abused, tortured, made to confess and force-tested for HIV
after their arrests, according to human-rights groups.

Euro court trans decision on Lithuania is final- Rex Wockner International News #730- 04/21/08 (Sexual Minorities & HIV Status)
Lithuania must implement a process for allowing and funding sex-change
operations or pay 40,000 euros ($63,600) to transsexuals who seek the
surgery so they can go to another country to get it, the European Court
of Human Rights said April 9.<br><br>
The determination came in the case of "Mr. L." from the city of
Klaipeda. The 29-year-old was prescribed hormone therapy in 1998 but
denied further therapy in 1999 because it was not clear she would have
access to a sex-change operation. She continued the therapy on her own
and, in 2000, had her breasts removed.

The new 2nd Circuit Court of Appeals ruling reverses the Board of Immigration Appeals and calls for a new hearing before an Immigration Judge on Juan Carlos Illescas-Dutan's claim that anti-gay persecution in his home country is bad enough to warrant granting him asylum. Looking at much the same background evidence, Atlanta's 11th Circuit found no reason to question immigration officials' denial of refugee status to another gay Ecuadorian.

Other Societal Abuses and Discrimination<br><br> There continued to be reports that children orphaned by AIDS, persons with AIDS, and their immediate families were ostracized. The law prohibits discrimination in the workplace on the basis of HIV/AIDS status. The law does not address sexual orientation, and general discrimination against homosexuals was present in the workplace. In June 2006 parliament amended the labor code to include an HIV/AIDS workplace policy. Each government ministry or department provided subsidized medicine and food to its employees with HIV/AIDS, and such assistance was available to all citizens at subsidized prices at all government hospitals. LDF policy states if a soldier is found to be HIV positive after induction, he is not retired or separated. The soldier is provided counseling and testing, and his duties are adapted as appropriate.
