Quien se identificó como Daniel, anunció ayer la novedad y adelantó que se casará con un hombre con el que convive desde hace dos años, con quien además, ha adoptado a tres niños.La ley considera unión concubinaria a la situación de hecho derivada de la comunidad de vida de dos personas cualquiera sea su sexo, identidad, orientación u opción sexual.<br><br> Soon after the approval of Law 18.246, known as concubine union, a homosexual couple announced publicly that they plan on marrying. Identified as Daniel, he announced yesterday the news and further added that he will get married to a man with whom he has lived for the past two years, and furthermore, they have adopted three children. The law conisders a concubine union as a situation of fact derived from communal life of two people, no matter their sex, identity, orientation or sexual option.

There is no such legislation to protect sexual minorities from discrimination in Latvia and Poland, or Russia and Moldova, which are members of the Council of Europe, where Prides have been banned. In Belarus and Serbia, no one has even suggested a Pride. Romania introduced anti-discrimination law in 2000, but last year hundreds of protesters turned out to pelt the Bucharest Pride parade with eggs, bottles and stones. Both the European Parliament and the Council of Europe have voiced concern about the rise in homophobic violence in eastern Europe during recent debates, flagging Poland as a particular trouble spot. But their power appears to be limited. The promotion of homophobic legislation and use of hate speech by politicians in these countries continues unabated, a two-fingered salute to the notions of integration and acceptance represented by Europe.

Health system inherited by Belarus from the Soviet Union continued to function after the breakdown of the huge country, but with time its overall performance has generated dissatisfaction of the population. Previous problems have been further aggravated by the new ones: TB incidence is rising sharply and the spread of HIV/AIDS is demonstrating a pattern of rapidly emerging epidemics.

It was the militia.<br><br> Officer Prakapenka, district officer from the militia department of the Central district, demanded to be let in, saying that he had reports of noise coming from the apartment that was disturbing the downstairs neighbours.<br><br>Siarhei Padsasonny is openly gay and very well-known within Gomel gay community. But in the broader community he is known for his criticism of Belarusian regime.

The Soviet and post-Soviet policies towards homosexuals in Belarus may be divided into five key periods: 1919-1933: decriminalization of homosexuality, relative tolerance, homosexuality officially labeled a disease. 1934-1966: homosexuality recriminalized and severely dealt with by prosecution, discrimination and silence. 1987-1990: beginning of open public discussions of the status of homosexuality from a scientific and humanitarian point of view by professionals and journalists. 1990-February 1994: gay men and lesbians themselves take up the cause, putting human rights in the forefront, resulting exacerbation of conflict and sharp politicisation of the issue.

Although homosexuality was legalized in Belarus in 1994 (UN Oct. 2004, 43), homophobia is "widespread" (Country Reports 2004 28 Feb. 2005, Sec. 5) and "entrenched" in the country (Gay Times 18 July 2005). Homosexuals in Belarus experience "discrimination" and "harassment" (Country Reports 2004 28 Feb. 2005, Sec. 5; UN Oct. 2004, 43) and few homosexuals are open about their sexual orientation (ibid.).

Se rumora que tambien hay una lista de 20 personas mas para desplazar en las proximas horas.<br><br> Armed subjects arrived in the neighborhood of Ciudadela Pipaton and with list in hand, they went looking for their victims. <br><br> Five youth, some of whom appeared to be homosexual, were threatened to leave the city by threats of an illegally armed commando who approached them in their residences in the neighborhood, in the northeast of Barrancabemeja.<br><br> The order was decisive, "We don't want to see you in the neighborhood in 24 hours, you are now declared a military objective." It is also rumored that there is a list of 20 more people to remove in the next hours.

The violence against Iraqi homosexuals has also been denounced by the United Nations. A Human Rights Report of the United Nations Assistance Mission in Iraq (UNAMI) released in January reads:<br><br> Armed Islamic groups and militias have been known to be particularly hostile towards homosexuals, frequently and openly engaging in violent campaigns against them. There have been a number of assassinations of homosexuals in Iraq. (?) HRO [UNAMI Human Rights Office] was also alerted to the existence of religious courts, supervised by clerics, where homosexuals allegedly would be ?tried,? ?sentenced? to death and then executed.<br><br> Persecuted by the new regime installed by the Amerikan Occupation and supported by the Iranian theocracy, Iraqi homosexuals can be persecuted, tortured and killed openly and freely in New Iraq.

Among the former Soviet states in Eastern Europe, Belarus is the most resistant to social change, restricting gay life to private connections out of the public eye. Homosexual behavior was decriminalized in the early 1990s, but pervasive homophobia has largely squelched the gay rights movement. Neighbors of Belarus like Russia, Poland, and Lithuania enjoy far more advanced, even if fledgling, gay life.
