381. Forbidden: Institutionalizing Discrimination Against Gays and Lesbians in Burundi - Human Rights Watch on 07/29/09: http://www.hrw.org/node/84609 (Sexual Minorities & HIV Status)
On April 22, 2009, the president of Burundi, Pierre Nkurunziza, signed into law a new criminal code that contains a provision making sexual relations between people of the same sex illegal for the first time in the country's history.

The law was a fierce blow to lesbian, gay, bisexual and transgender (LGBT) people in Burundi, who only in recent years, and in very small numbers, had begun to come out, organize, and demand that their rights be respected. The Association for Respect and Rights for Homosexuals (Association pour le Respect et les Droits des Homosexuels, ARDHO), was founded in the capital, Bujumbura, in 2003, initially as a support group for LGBT people. Inspired by what they saw as a global wave in favor of LGBT rights, members began traveling to gay rights conferences in other African countries; educating themselves and others about HIV/AIDS and other sexually transmitted diseases; and speaking out on Burundian radio stations about discrimination they faced in their daily lives.

382. Homophobia and Stigmatization Hamper HIV Prevention Efforts in Mali - Behind The Mask on 03/14/11: http://www.mask.org.za/homophobia-and-stigmatization-hamper-hiv-prevention-efforts-in-mali/ (Sexual Minorities & HIV Status)
Religious practices, cultural beliefs and stigmatization by the general population hamper access to health care and HIV/Aids prevention for Malian Men who have Sex with other Men (MSM) and force them into bisexuality or underground sexual practices that put them at high risk of Sexually Transmitted and HIV infections, says Dr Dembelé Bintou Keita, Director of ARCAD/SIDA, an HIV/Aids organization that also provides health care for MSM in Mali.

Dr Dembelé says with over 95% of the population that is religious, the Malian society is not tolerant to MSM who "have no rights and certainly no right to claim their sexual orientation. All cultural beliefs towards MSM are negative."

She explained, "On a social level, the abuses start in the family. Men who are attracted to other men are forced to get married so that they will not bring shame to the family. The society and the family force them to do what is socially acceptable, so they get married but they still have men as sexual partners."

384. Jamaicans making it difficult for gays to stay with one partner? - by Jamaicaobserver.com, on Thursday, April 07, 2011: http://www.jamaicaobserver.com/news/Jamaicans-making-it-difficult-for-gays-to-stay-with-one-partner-_8567822 (Sexual Minorities & HIV Status)
"A bit of pertinent background on HIV/AIDS in Jamaica: a 2008 study commissioned by the Ministry of Health concluded that about 31.8 per cent of men who have sex with other men (MSM) are HIV infected in the island state. There is a strong correlation between men being HIV infected and them belonging to lower socio-economic groups, and them having been victims of anti-gay violence. The number of AIDS deaths per year is decreasing because the country has begun the rollout of anti-retroviral medicines.

"Jamaica reports the second-highest HIV-prevalence rate among MSM in the world, right after another notorious violator of the human rights of gay people, Kenya.

Homosexual men in Jamaica rarely ever live in monogamous relationships because of the security risks involved in living with a member of the same sex over longer periods in the same household. This is partly a result of colonial legislation prohibiting same sexual activities among men... The flowery prose under the heading 'Unnatural Offences' is sufficiently antiquated:

"The government on Thursday restated its position against discrimination on the basis of a person?s sexual orientation, but stopped short of saying if it was ready to repeal laws which make it criminal for men to have sex with men or for anyone to cross-dress.?By law, sexual intimacy between men is not allowed in Guyana, as is the case in most of the Commonwealth Caribbean. Leading figures in the fight against HIV/AIDS, including UN envoy Sir George Alleyne, have suggested that this hinders an effective public health response to the epidemic."

?Cabinet did reflect on social responses to homosexuality and reiterated its position of not supporting discrimination of those whose sexual orientation offended contemporary social norms and also consequently any advocacy of such lifestyles,? 396. 2010 Annual Report on Status of Human Rights of Sexual and Gender Minorities in Croatia - Author: Sanja Juras, coordinator, Lesbian Group Kontra Queer Zagreb Festival section in chapter 8 Public manifestations prepared by: Gordan Bosanac, Queer Zagreb, 04/19/10: http://ilga.org/ilga/en/article/mo6INyf1t0 (Sexual Minorities & HIV Status)
In 2009 we noted an increase in the number of reports of violations of the human rights of transgender persons. We believe that this was a consequence of the increased activities of civil society organisations in that field and public discussion brought by the Anti-Discrimination Act. Nevertheless, the great majority of people who experience discrimination and violence never report such incidents because of their lack of confidence in the Croatian legal system, and fearing disclosure of their sexual orientation. Transgender persons are subjected to discrimination and violence in their everyday lives because of their gender identity or gender expression. Legislation regulating the procedures for change of name and sex in personal documents does not contain protection mechanisms for the protection of the right to privacy of transgender persons and that results in violations of human rights of that extremely vulnerable social group.
