4021.  Kosovo: Gay, Lesbian Youth Leaders Under Serious Death Threats-5/25/07 (Sexual Minorities & HIV Status)
The leader of a gay and lesbian youth advocacy group and his staff have today received death threats which the police initially refused to take seriously. The threat email was sent to the leader of Centre for Social Emancipation (QESh), Mr. ?K.Z?. Starting ?In the name of Allah?, the email condemns ?Mr. Z? for his activities with the youth group and says he will end up in hell.

4022.  Serbia: Act to Protect LGBT Activist Threatened in Kosovo- AI 5/25/07 (Sexual Minorities & HIV Status)
A man known as K.Z., the head of a lesbian, gay, bisexual and transgender (LGBT) rights organization in Kosovo, has received a death threat linked to his work. Though K.Z. has reported this threat to the police, he has not received any protection, and his life may be in danger. On 24 May, K.Z., leader of LGBT rights organization, the Centre for Social Emancipation (QESh), received a death threat via email from an unidentified person calling himself "Sharp Knife." The email said the sender would "fuck your mother, burn you with all your belongings, and will make you carry your intestines with your own hands." It also said that K.Z.'s family should prepare his funeral within two weeks, and that K.Z. would "end up in hell "as a result of his work for LGBT rights.

A couple of bus passengers were assaulted because, "you could see in their eyes they were gay". The frenzied defenders of 'straight' Serbia, included several women. "They should all be killed," one told the daily newspaper Danas. "Lesbians are all whores."

One night in 2003, on the wintry streets of Kosovo, a group of thugs stalked and beat Gramoz Prestreshi almost to death. Police in the war-scarred Balkan province laughed and called him names. The emergency room workers made him mop up his own blood. It was a sordid but hardly unusual episode in the hostile environment homosexuals encounter in societies of all kinds.

Five presumed homosexuals were murdered by friends who were inside their homes. PNC says that they are crimes of passion. "Among Friends" criticizes the scant results of the investigations.<br><br> Jealousy, robbery or an argument ended with the death for five men who were presumed to be homosexual, among them three foreigners, according to police investigations and information from the gay association Among Friends.

Asociación "Entre Amigos"<br><br> Miembros del Cuerpo de Agentes Metropolitanos (CAM) al igual que miembros de la Policía Nacional Civil (PNC), realizaron una serie de abusos de autoridad contra hombres homosexuales, travestíes y mujeres trabajadoras del sexo, en febrero y mayo del año 2002, tratando de aplicar la Ordenanza Contravencional del Municipio de San Salvador, pero aplicando un mal procedimiento para su cumplimiento.<br><br> Members of the Metropolitan Police Agents (CAM) as well as memers of the National Civil Police (PNC), carried out a series of abuses of authority against homsexual men, transvestites and women workers of the sex trade, in February and May of the year 2002, trying to apply the Violation Ordinance of the Municipality of San Salvador, but using a bad method for its completion.

4033.  El Salvador: Joaquin Antonio Caceres-1/3/06 (Sexual Minorities & HIV Status)
Biography <br><br> Joaquin worked for the Commission of Human Rights of El Salvador (CHDHES) for over 20 years as a human rights violations investigator and in media relations. In November 1985 Joaquin was arrested by the police and was tortured. He was sent to prison for thirteen months and became an Amnesty International "prisoner of conscience." While in prison, Joaquin and other workers of the CDHES who had been kidnapped, tortured and jailed, wrote a report entitled "Torture in El Salvador," a document that investigated and registered the official and systematic use of torture against political prisoners by the paramilitary structures, the military and the government police. The CDHES document also reported arbitrary arrests, disappearances and extra-judicial executions of Salvadoran citizens. Due to pressure from the international community, Joaquin was released in December 1986. He decided to stay in El Salvador at his own personal risk and to continue with his work for human rights.

Associated Press<br><br> Hundreds of Latin American with HIV demonstrated against discrimination on Tuesday on the sidelines of a regional conference on the killer virus being held in this Central American capital. More than 600 protesters from countries including El Salvador, Panama and Peru, called on governments across the regions to sign an agreement guaranteeing them health care and human rights.

IMMIGRATION EQUALITY<br><br> Until recently, there was very little precedent in the area of LGBT and HIV-based asylum law. Since 2003, the number of precedential LGBT asylum cases has more than tripled. Not surprisingly, the Ninth Circuit has continued to expand asylum, withholding and CAT protections for LGBT individuals, but other Circuits hav etaken much narrower views of what constitutes persecution in this context.

Recent years have seen the development of a fledgling gay scene including the setting up of several gay right groups and an annual gay pride march. In 1997 two hundred gays and transvestites marched through San Salvador celebrating gay pride. Being a typical Latin American country there is an instilled macho culture and much homophobia. There are reports of harassment by the police and the authorities as well as violence towards gay and transexual sex workers.
