5262.  Threats and Survival:The Religious Right and LGBT Strategies in Muslim Contexts (Sexual Minorities & HIV Status)

The turn of the nineteenth century, Europeans referred to same-sex relationships as the “Persian disease,” the “Turkish disease,” or the “Egyptian vice.” In an interesting reversal, many conservative voices in Muslim contexts nowadays attribute homosexuality to “Western depravation”—and call for sanctions. <br> This shift in homophobic discourse demonstrates that the construction of “sexual difference” may vary significantly, shaped as it is by historical and political considerations. It used to echo advocates of colonialism, who sought justification for imperialist expansion in “native” perversions. Now, it serves the interests of the Muslim Religious Right, which (selectively) denounces globalisation as a source of social evils to better silence alternative opposition. Sustained pressure by feminist and lesbian, gay, bisexual, transgender, and intersex (LGBTI) activists has succeeded in bringing the issue of “sexual diversity” to the forefront. Yet the recent past is marked by both landmark achievements and worrying trends. This paper explores the last decade—from the early 1990s onwards—and recalls some of the gains made at the global level. It also examines how these gains are currently threatened by the strengthening of the Religious Right. While the focus is specifically on Muslim contexts, Muslim fundamentalists’ efforts need to be located alongside those of their not-so-strange bedfellows, such as the Vatican and the Christian Right.

While waiting to obtain the document, she was accused of violating Article 80 of the Mendoza Province Code of Misdemeanors, penalizing “those who in their daily life wear the clothes or attempt to pass as someone of the opposite sex”. Police officers who were supposed to issue her character reference decided to arrest her instead. She spent five days jailed in the women’s section. Gonzalez Garcia, previously without police record, has now acquired one as a result of her “misdemeanor”.

5267.  DEMAND SALVADORAN AUTHORITIES TO STOP AGGRESSIONS AGAINST GAY AND LESBIAN HUMAN RIGHTS DEFENDERS 08/28/06 IGLHRC (Sexual Minorities & HIV Status)
Once again the Entre Amigos office was attacked and shortly thereafter, Executive Director of the Association, William Hernandez was threatened. The attacks against the organization and its members have come before the Salvadoran Constitution reform. Legislative Assembly is currently evaluating whether or not to deny same sex couples their rights to marriage and adoption. Faced with the indifference of National Civilian Police and the Republic General Office, Mr. Hernández contacted the Victims and Witness Division Inspector to report his encounter. <br> IGLHRC joins Entre Amigos in its request for letters to the Salvadoran authorities demanding protection for the organization and its members.

Pero esto no ha pasado en el caso de amenazas que recibió el señor William Hernández, director de la conocida Asociación Entre Amigos, que sirve a los derechos humanos de la comunidad gay, lésbica, bisexual, transgénero y travesti (glbt) del país. <br><br> In a democratic country, any death threat against a public person is taken seriously and respective investigations are made. But this didn't happen in the case where Mr. William Hernández, director of the well-known association, Among Friends, which serves the human rights of the gay, lesbian, bisexual and transgender and transvestite (glbt)community of this country, received threats.

5269.  El Salvador: DEMAND OFFICIAL INVESTIGATION INTO THE MURDERS OF THREE SEX WORKERS IN EL SALVADOR April 25, 2005 (Sexual Minorities & HIV Status)
IGLHRC-OTS (El Salvador Sex Workers´Organization) and Flor de Piedra (another sex worker organization in San Salvador, El Salvador) are denouncing the murder on Sunday, 17 April 2005, of Maribel, a sex worker who was repeatedly stabbed in the face and neck and then suffocated in her room, in the course of her work. This is the third murder of a sex worker in that area of San Salvador since 8 April. In all three cases, the murder or murderers acted with extreme cruelty. In none of the cases have local authorities undertaken a proper investigation into the murders.<br> Murders of female and trans sex workers are unfortunately common in El Salvador. Police abuse of female and trans sex workers, as well as gay men who are publicly known as such, is also commomplace. The Salvadorean LGBT organization Entre Amigos has denounced state indifference to the safety and security of LGBT people in El Salvador. During 2004, Entre Amigos documented the murder of 4 gay men and 1 transgender person, and denounced official inaction. To date, Salvadorean authorities have solved none of the murder cases. In July 22-23, 2003, members of the UN Human Rights Committee questioned the Salvadorean Attorney General Office staff for their failure to act on these cases when El Salvador reported on their compliance with their obligations under the International Covenant on Civil and Political Rights (ICCPR).

legal wise<br> status of homosexuality: illegal age of consent: 15 laws covering homosexual activity: Sections 600 and 601 prohibit homosexual acts between men and between women, with a penalty of 10 days to 3 years' "simple imprisonment". This penalty may be increased by 5 or more years when the offender "makes a profession of such activities", or exploits a dependency relation in order to excercise influence over the other person. The maximum sentence of 10 years' imprisonment can be applied when the offender uses violence, intimidation or coercion, trickery or fraud, or takes unfair advantage of the victim's inability to offer resistance. The maximum sentence can also be applied when the victim is subjected to acts of cruelty or sadism; when the offender transmits a venereal disease although fully aware of being infected with it; when an adult is charged with committing homosexual acts with persons under 15 years of age; or when distress, shame or despair drives the victim to committing suicide. background information and government attitudes: 1 lesbian is known to have been granted asylum in 1995 by the US (IGLHRC AP)

But what precisely did she mean?<br> Well, she meant just how open-minded it was about homosexuality. You could walk down any street and see men walking and holding hands. There were men holding hands, men leaning on each other, arms draped round each other's shoulders. And no one gave them a second look.<br> It was an easy mistake to make. If you see two men holding hands in the UK or the US, it is a reasonable assumption to make that they are gay.

May 20, 2005: It all begin when one Ethiopian gay man based in Canada saw the need do some organizing so as to keep contact with his fellow Ethiopians (and Eritreans). The easiest way was to create a chat group on the net. After a few months, the group had grown to 80 members. After a year the group members numbered over 150.<br> The members are not just on-line buddies, but they also meet in real life. As Ethiopia remains largely homophobic and discriminatory towards gay people, this is something that wouldn't have been easier to achieve in their homeland.<br> "According to most Ethiopians, homosexuality is regarded as a white disease and an inexcusable sin. There are three legal systems in Ethiopia, tribal, religious and state law. Being gay, according to this law, the penalty is often death. So it's extremely difficult to live an openly gay lifestyle. Even to mention your sexual orientation is feared. Rural people in Ethiopia don't know about it. If someone knows that you are gay they won't shake your hand; they want you burned in the everlasting flame. I think this is how 98 percent of the people think," said a source quoted in a report from Addis Ababa.

Nov. 8, 1999<br> Three gay men who fear death sentences or life imprisonment in their homophobic homelands have applied for political asylum in South Africa, reports the Cape Times.<br> A Ugandan and two Pakistani men have been granted temporary permits while their applications are reviewed. They selected South Africa as their sanctuary because it boasts one of the most gay-friendly constitutions in the world, and recent legislation has specified that sexual orientation is a legitimate reason for extending asylum.
