5482.  Brazil: Lethal Violence Against Homosexuals in Rio de Janeiro- 2002 (Sexual Minorities & HIV Status)

Vianna<br> According to a number of researchers and activists, Brazil should be considered "the world champion in the murder of homosexuals" Mott 2000: Mott & Cerqueira 2001). and homophobic violence is increasingly the center of concern for the organized gay movement. Slowly and desultorily, Brazilian authorities are beginning to give more attention to this issue, and in some states and cities special security policies concerning homosexuals are being adopted on an experimental basis. However studies of the phenomenon are still few, and the data they use are almost exclusively taken from news stories published by the general press. The present article based on information o n the murder of male homosexuals collected by the police and the justice system, is an attempt to fill this gap and deal with the issue of a more serious basis.

At the end of 2003, the government launched the Brazil Without Homophobia Program. This was a historic moment for the advance of homosexuals human rights.<br><br> GLTB and Human Rights in 2004: A Summary<br> * Toni Reis<br> The year 2004 has been notable with regard to advances in the area of human rights for gays, lesbians, transgenders, and bisexuals (GLTB) in Brazil. On the other hand, there were also some reversals and the loss of individuals of great importance to the Movement.<br> Brazil Without Homophobia Program<br> After several years of consultation with organized civil society regarding the National Plan for Human Rights, to implement positive and affirmative changes for GLTB people, the government launched the Brazil Without Homophobia Program. This was a historic moment in the advance of homosexualsâ?? human rights.<br> Homophobia is the fear of, aversion to, or irrational hatred of homosexuals: persons who have an emotional and sexual attraction to people of the same sex. It is the primary cause of discrimination and violence against homosexuals.<br>

The government of São Paulo city is using different bureaucratic excuses to deny support to the biggest Gay Pride Parade in the world (1.5 million participants in 2005) incuding attempting to change the date that organizers had set for the Parade. It's not every evangelical church that hands out free condoms at its services. But then, the Igreja da Comunidade Metropolitana (ICM) in central Rio de Janeiro is no ordinary church. <br> One by one, the worshippers trickle into a small, improvised hall tucked away on the third floor of an inconspicuous concrete building. They hug. Several of the men kiss. Others stop to pick up the free condoms. By 7.30pm, 20 worshippers have gathered for the weekly culto (service), among them, a transvestite in startling pink pedal-pushers. It's not the usual evangelical congregation. But then, the ICM is Rio de Janeiro's only gay ("inclusive" is the term its worshippers prefer) evangelical church. <br> "There's only one person here who isn't homosexual," says one worshipper, Derbio Santos Silva, as the church's three-man choir - "the spice girls," jokes one of the congregation - warms up for the service. Behind them, the lyrics to each hymn flash up on two television screens; thick white lettering set against a bright pink background.

5487.  BRAZILIAN MAYOR BANS GAYS- Rex Woner Interantional 12/10/03 (Sexual Minorities & HIV Status)
The mayor of Bocaiuva do Sul in Brazil’s Paraná state banned homosexuals and “any element linked to this class” from moving to the town Dec. 3. According to Reuters, Mayor Elcio Berti explained, “This municipality is fighting to support social projects and needs to bring in industries, for which people with strong fists are needed to operate production tools.” He also said the town, population 10,000, needs to “preserve respect and family atmosphere” and increase its birthrate. Berti previously banned sale of condoms and other birth-control measures and reportedly handed out free Viagra to encourage reproduction.

Jun 26, 2005<br> Cramped in a tiny office above Rio de Janeiro's central train station, I am having trouble hearing Yone Lindgren amidst the ringing telephones, conversations between the staff, and the construction workers hammering away at the flimsy partition walls that enclose <br>CERCONVIDH- Brazil's first ever referral center for victims of homophobic violence and discrimination.<br> Lindgren is coordinator of this team of 10 dedicated people who give their time, energy and financial resources to make sure that Rio's gay men, women and transgender people are able to pursue their rights as citizens as fully as possible. <br> "We do the work the government doesn't," she says. The program runs a helpline for victims of homophobic abuse, refers victims to psychological and medical specialists and follows through with the legal aspects of their cases. The volunteers also hold fundraising events to ensure that they can continue to provide this service.

Attacks against and harassment of lesbians and gays were also of concern. The Gay Association of Bahia, a gay rights advocacy group, reported frequent murders of gay men, claiming that less than 10 percent of such crimes were successfully prosecuted in the courts. But in February, in an encouraging development, José Nilson Pereira da Silva and Juliano Filipini Sabino were sentenced to twenty-one years in prison for beating a gay man to death. José Edson Neris da Silva and his partner Dario Pereira were attacked in downtown São Paulo in February 2000, apparently because they were holding hands. Neris da Silva died as a result of the attack. A third suspect was acquitted of the murder but convicted of assault, while a fourth was sentenced to three years and four months in prison for attempted murder.

5493.  HRW- Brazil / Essential Background: Overview of Human Rights issues in Brazl (Sexual Minorities & HIV Status)
Homophobia has been responsible for the killing of 2,403 gays, lesbians, and transvestites in Brazil in the last 20 years (Source: Grupo Gay da Bahia). It is responsible for the attitudes and behaviors documented in the research on ?Youth and Sexualities? performed by UNESCO in 14 Brazilian cities in the year 2000, with 16,422 students, 3,099 educators, and 4,532 parents of students from 241 schools, where: 27% of the students would not like to have homosexuals as classmates; 35% of the students? parents would not like their children to have homosexuals as classmates; and 15% of the students considered homosexuality to be a disease. In itself, the publication of ?Youth and Sexualities? by UNESCO is of major importance for the GLTB cause, officially backing up our claims.

'Full article of Emir Sader as published in 'Jornal do Brasil' on feb 1, 2004' - a free translation by Anibal Guimarães<br> Two different news, bad and good, on the same topic to those who struggle for the equity of human rights. First, the bad one: Brazil ranks number 1 in homophobic crimes. This remains unchanged - due to the impunity that makes it seem somewhat natural - in a country that insists on affirming that it is tolerant, liberal, complacent with different ways of living. In this very case, violence occurs in a particular and cruel way because it discriminates and stresses how impossible it is to live according to each one's sexual orientation.<br> The good one: Brazil leads a world campaign, in the UNCHR, to characterize any form of discrimination based on sexual orientation as a violence against human rights. In april 2003, at the 59th Session of its Commission, a proposal of a Resolution was presented, gathering the support of different countries.<br> The proposal recalls on the recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world; that the Universal Declaration of Human Rights affirms the fundamental principle of the inadmissibility of discrimination and proclaims that all human beings are born free and equal in dignity and rights and that everyone is entitled to the enjoyment of all rights and freedoms set forth therein without distinction of any kind.

5497.  Latvia: A blow for democracy: Riga city council denies permit for-7/19/06 (Sexual Minorities & HIV Status)
Mozaïka to hold press conference Thursday at 11:00 This morning the Riga city council denied a permit for the planned "Riga Pride 2006" march, which had been requsted by Mozaïka, the association of lesbians, gays, bisexuals, transgendered persons (LBGT) and their friends, and by the gay rights organisations ILGA Latvija and Rïgas Praids. The march was planned for this Saturday, July 22. The meeting at the city council was attended by acting executive director of the city of Riga P. I. Grïnbergs and by representatives of several security structures of the Interior Ministry. The city council justified its decision by invoking threats of violence allegedly received from extremist groups and the police's inability to guarantee security and order during the march. According to city officials, the information about these threats is classified as a state secret, and will not be made public for 5 years.

5498.  Latvia: IGLHRC Objects to Ban on 2006 Riga Pride March (Sexual Minorities & HIV Status)
The International Gay and Lesbian Human Rights Commission (IGLHRC) objects to the July 21st decision by the Administrative court of Riga to uphold the ban on the 2006 Riga Pride March imposed this week by the Riga City Council. This ban is in violation of well-established international human rights obligations guaranteeing the right to the freedom of assembly and expression.
