Treatment of homosexuals by society
In correspondence sent to the Research Directorate on 28 February 2011, the President of GHB said that, in general, society favours criminalizing [translation] ?acts against nature.? Homosexuality is still taboo in the DRC (Belgium 12 Oct. 2009; The New York Times 5 Aug. 2009; US 11 Mar. 2010, sec. 6). In a telephone interview with the Research Directorate on 21 February 2011, the Secretary General of the Centre for Human Rights and Humanitarian Law (Centre des droits de l?homme et du droit humanitaire, CDH), an NGO founded in Lubumbashi in 1993 (CDH n.d.), said that homosexuals in the DRC are not open about their sexual orientation (ibid. 21 Feb. 2011). Moreover, according to the authors of an article on homosexuality in the DRC published by Africultures, whose offices are in France and which publishes a magazine on African art and culture (Africultures n.d.), there are no public places for homosexuals in the capital city of Kinshasa (5 May 2009).

One must understand that the issue here has no connection with advocating LGBT rights to minors. Minors are only added here to make the law look more dramatic and necessary in the eyes of the public opinion. The opinion would not buy this law so easily if it directly said that LGBT rights cannot be advocated in the public place.
But the trick is well found. Because you cannot prevent minors from walking in the streets or any public place, this law means de facto that LGBT activists will not be able to organise any public events as, by definition, a public event takes place ? in public.

Federation Council speaker Valentina Matvienko said she approves the Saint Petersburg assembly law project, penalizing gay propaganda. She said that on Thursday in a Ryazan maternity clinic while watching the birth of a boy who is her namesake. "We must put a barrier against everything that destroys a child", - she said. "I didn't study this law project but if it doesn't contradict current legislation, it should be taken to a federal level. This is a good initiative, this is what worries our whole society", she said. <br><br>
Such law was adopted in several federal subjects of Russia, including the Ryazan oblast and Arkhangelsk oblast. Now, it's being discussed in the Moscow city duma. Moscow authorities would like to call gay prides propaganda and thus forbid them completely.

State Duma deputies haven't yet heard about this law initiative and they have only 6 weeks of their term left so they wouldn't be able to vote on this law in any case. But influential deputies from the 'United Russia' faction are in favor. Although, they remind the public that the new law defends children against harmful information. That will cover gay and pedophilic propaganda as well.

"If this [law against gay propaganda] is meant for our state's security, this is all good. Only the people who break that law should not be fined;instead, they need to receive punishment under the criminal code", said deputy Ekaterina Lahova.

Discrimination and human rights abuses against sexual minorities are widespread in Mongolia, according to the Mongolian Minorities Report that was presented at the UPR.

?LGBT people have been viciously targeted, beaten and raped; they've been kicked out of their homes and lost their jobs. Rampant discrimination has also forced people to seek asylum to escape constant threats to their lives,? said Robyn Garner, executive director of the LGBT Centre, Mongolia?s first LGBT human rights NGO.

Highlighting the uphill struggle, the LGBT Centre had to wait three years to obtain official permission to operate. Some officials had refused to register the NGO, due to what they considered as the ?immorality? of LGBT lifestyles. The name of the organization ?conflicts with Mongolian customs and traditions and has the potential to set the wrong example for youth and adolescents,? an official rejection letter stated.

The NGO was finally registered in December 2009 after various appeals from international human rights organizations, as well as the direct intervention of the Mongolian presidential advisor for human rights and public participation policy, Oyungerel Tsedevdamba.

Prejudice against LGBT individuals is frequently fanned by local media outlets, which suffer from a lack of professionalism, activists at the LGBT Centre contend. The US Government?s 2009 Report on Human Rights in Mongolia asserted that ?some media outlets described gay men and lesbians with derogatory terms and associated homosexual conduct with HIV/AIDS, pedophilia, and the corruption of youth.?

After the program unknown individuals started to call us and left hatred comments and we were harassed and some even threaten us. At the moment, we are currently staying at the office behind closed doors with no moral and financial support from other organizations, friends and family members. This is what happens to LGBTI activists and people when they come out of the closet and express their opinion on LGBTI rights in Sierra Leone.

One such prominent voice is that of 24-year-old Paola Ziritti. Paola's parents knew they were sending her to a forced-confinement clinic, but they had no idea how awful it would be. Once Paola's mother realized what she'd done, she tried to get her daughter back, but the clinic said no. The process to free Paola took a year. "I spent two years in one such facility and for three months was shackled in handcuffs while guards threw water and urine on me," said Paola, who describes numerous accounts of physical and sexual abuse during her "rehabilitation." "Why is the clinic where I suffered still open?" [1]

KUALA LUMPUR, Malaysia ? Police ordered gay rights activists in Muslim-majority Malaysia on Thursday to scrap an annual arts festival aimed at fighting discrimination. <br><br>
The ?Sexual Independence? festival has been held under low-key circumstances in Kuala Lumpur since 2008, but growing awareness about the event has lead to criticism by politicians and religious leaders. <br><br>
This year?s five-day festival ? starting Nov. 9 at a private arts center and themed ?Queer Without Fear? ? featured planned musical performances of ?queer anthems sung by fierce local singers and drag divas who know what it means to love out loud and proud,? organizers said.
<br><br>
But after criticism by the deputy prime minister and plans by several Muslim nongovernment groups to protest, police ordered the event to be canceled.
